The watch is American, but it appears that the logo or watch company name on the dial was replaced with the Japanese character for ‘time’. It has 10 second and 5 minute dials.

Running: Ticking, starts and stops intermittently. When hands fly back to reset, second hand goes back to nine and minute hand goes to around 30 seconds (as shown in second photo). For optimum timekeeping accuracy we suggest an overhaul at buyers expense.
